[ Abstract ]

The article examines the style of financing and the investment patterns of the Dirección General de Obras de Salubridad (reorganized as the state-owned company Obras Sanitarias de la Nación) in the city of Buenos Aires, compared to those implemented by The Rosario Waterworks Co. and The Rosario Drainage Co. in Rosario. Costs and profitability are also examined as well as the extent and quality of services. We find a similar evolution in both cities while the companies had access to the international financial market. After the crisis of 1930, public investment continued to expand the services in the city of Buenos Aires, while sewage coverage in Rosario was hindered as the investment of British companies declined, causing a number of conflicts with local authorities and consumers.
